Why likes, not just followers
Followers change the number at the top of your profile. Likes change what people see under each post, and that is often what decides whether a visitor trusts what they are looking at. A product photo with three likes looks like nobody wanted it; the same photo with a few hundred looks like something people are paying attention to.
Likes are also the better tool when your follower count is fine but your posts look quiet, or when you have just added followers and want the posts to keep up. They are cheaper per unit than followers, and you choose exactly which post gets them.

How many likes to put on a post
The aim is a number that fits your follower count. Typical Instagram posts collect likes from a small percentage of followers, often somewhere between 1% and 5%, so very rough guides are:
